At its core, the article raises a key question: How can Indonesia move from isolated flagship projects toward a nationwide, resilient, and digitally connected urban system? It outlines where foundational reforms and capacity building are needed, particularly in legislation, organisational structures, digital literacy, and cognitive resilience.
