This article examines why Indonesia’s ambitious smart-city vision, despite notable progress, continues to face significant structural challenges. It highlights how uneven local capacities, fragmented cyber governance, and limited coordination shape the pace of digital transformation, while the new capital Nusantara emerges as a technologically integrated countermodel.


At its core, the article raises a key question: How can Indonesia move from isolated flagship projects toward a nationwide, resilient, and digitally connected urban system? It outlines where foundational reforms and capacity building are needed, particularly in legislation, organisational structures, digital literacy, and cognitive resilience.
