Urban Cyfluence Framework

The Urban Cyfluence Framework offers a new lens for understanding how urban vulnerability operates across physical, digital, and cognitive dimensions. Beyond infrastructure and institutional systems, cities are increasingly exposed to cyber disruption, disinformation, narrative threats, and malign cognitive manipulation that can affect governance, public trust, and decision-making.

The material foundations of the city, including infrastructure, public services, governance structures, and the built environment through which urban life is organized and maintained.

Digital Dimension

The technological and data-driven systems that increasingly shape urban operations, including platforms, networks, digital services, and cyber environments that influence how cities function.

Cognitive Dimension

The informational and perceptual space in which narratives, disinformation, trust, and public interpretation shape how people understand the city, respond to risk, and relate to institutions.
