Mapping the Persistent Russia-Linked Influence Infrastructure Behind "The International Burke Institute" and "Dor Moriah"
An analysis conducted by CRC threat analysts, following findings reported by OpenAI and Meta, exposed a persistent influence infrastructure closely linked to Russia and promoting pro-Russia narratives. CRC found coordinated online amplification of synthetic and manipulative content produced by this infrastructure.
The content-producing infrastructure, located in Israel, is comprised of two officially registered non-governmental think tanks that regularly disseminate content across various online platforms, such as media outlets, social media channels, and academic repositories.
Another organization suspected to be involved is a commemoration fund with an unclear purpose. These entities were established and are managed by a group of dual-citizen Israeli-Russians and Israeli-Ukrainians, some of whom have connections to high-ranking Russian officials and frequently travel between Russia and Israel.
The International Burke Institute (IBI) – A little-known "research institute" that plagiarizes content from various academic sources and publishes research by fictitious researchers. Its material is being spread and amplified through coordinated and inauthentic amplification techniques. OpenAI first exposed these AI-based content generation and amplification efforts.
Dor Moriah – An Israeli think tank, founded in 2017, initially dedicated to integrating and advocating for Russian-speaking immigrants. Recently, the organization has shifted towards publishing geopolitical content that aligns with Kremlin narratives, including works from the Kremlin-associated “International Institute of the Newly Established States” (IINES).
The Sholem Schwarzbard Commemoration Fund - A foundation dedicated to preserving the legacy and works of the author and poet Samuel “Sholem” Schwarzbard. Established by the same individuals behind Dor Moriah and The Burke Institute.
Additionally, CRC analysts tracked and mapped dozens of operational influence assets, across multiple platforms, which amplified IBI's content and narratives. The amplification efforts leveraged obscure domains, networks of language- and topic-segmented Telegram channels, and synthetic YouTube Influencer personas.
